Siteground offers and recommends PhpList for mass mail sending on the shared servers. PhpList can be found and installed from your Fantastico in cPanel.

There is a 400 e-mails per hour limitation, so this is the maximum number of emails that you can send in an hour. If the needs of your hosting account exceed this limit you should consider ordering a vps or a dedicated server.
